Dual Element Rules.

Yeah, I know what you are thinking right now. This rule has been changed so many times that it is actually ridiculous. In spite of that, I have made a final choice concerning the dual power families thing, and I will not change my mind again. Dual families are officially allowed as of this moment, but they must make sense, meaning no fire and water combo.
